Project organization structure is very important in the management of the entire project. The implementation of the project can not be separated from an efficient organization structure. And the project team's efficiency determines the efficiency and results of the entire project. Flat project management organization structure is a new compact and flexible team organization which is built by reducing management layers, increasing the range of management, compressing department functions and reducing staff, and then finally realize the aim of increasing efficiency and benefit. It has virtues of flexible, fast, high efficiency, etc.In this paper, by analyzing the background of electric power construction companies and difficulties that HTPC has met, and comparing the pros and cons between traditional project management mode and flat project management mode, the necessary for HTPC to apply the flat project management mode is demonstrated.The advantages and disadvantages of flat project management are presented on the basis of the empirical study of the implementation of flat project management mode in JZS2×600project, and the comparative analysis of JZS2×600flat project management mode and LY2x300MW traditional mode.. Flat project management can reduce the allocation of resources, and improve the efficiency and benefits of the project. However, it also obtains fatal shortcomings that the management organization structure is unstable and it is easily out of control.Based on the theoretical studies and empirical research, this paper gives some suggestions and solutions to improve flattened project management mode. Firstly, what kind of organization structure should be adopted is based on the background and the actual situation of a company. Secondly, the implement of flat project management organization structure in an electric power construction company should pass the reform test firstly, then promote it step by step. What's more, moderate levels and range of management should be designed, the safety supervision system and quality assurance system should be strengthened, and an authorization system appropriated for the flat project management mode should be established and improved.
