| The Probability statistics is a basic mathematical subject which has strong application, so the perfect combination of the basic and application of the mathematical subject proposed challenge about the teaching and learning.Combining the teaching practice over years, this paper reflected the essence of the teaching and analyzed the root of the problem about teaching and learning of the probability statistics, which shows that it has relationship with the subject, the teaching concept, the quality of the teachers, Students’ recognition law, the Teaching materials, the course setting, the Background of times and so on. From root to Phenomenon, phenomenon to demonstration, demonstration to solution, solution to deepen and within scientific thinking and scientific method as the theoretical guidance, this paper researches probability and statistics teaching system.First, this paper demonstrates the need of combining the HPM educational philosophy and statistics courses, the importance of updating teaching model to teaching, and then proposes the ideal of teaching.The second part proposes the overall structure of probability and statistics courses on view of macroscopic angle, and does the normal distribution module of the curriculum development and teaching practice on view of microscopic angle.The three part based on the knowledge of the normal distribution, this paper completes the multi-dimensional development of curriculum modules vertically, and probe into the probability and statistics curriculum and teaching system of university by the two-side way which is from the surface to the point and from the point to the surface at the same time, through the articulation of high school knowledge and college knowledge, and the combination of the mathematics history, knowledge generation reproduction, academic disciplines and computer software.The innovations of this paper are three:(1)HPM concept into the probability and statistics course.The concept of the mathematical history into subject is an important regression in the education field at present.
