At present, China is in the post industrial era, and relays on traditional energy which is stillat a high level. Because China has abundant coal resources, but the lack of momentum in the oiland gas resources, the main source of energy of the coal for living is difficult to change in theshort term. The production conditions of China’s coal mines are relatively poor in the world,which resulted in the production of coal mine safety issues, and it becomes the primary task to besolved. Mine is not100%unexpected incidents avoided, and the emergence of low coal mineaccident emergency rescue capability is particularly important on the highlights, low capacity ofemergency rescue is also one of the important factors worsening the consequences of accidents.So explore and build an effective evaluation system for coal mine emergency rescue capabilitiesis an emergency response capacity of coal mining enterprises, and means a lot. The ability todeal with unexpected incidents plays a very important role.Mine emergency rescue is one of the core content of coal mine emergency responsecapabilities, which includes a lot of impact factor, so, standing on the view of management, theestablishment of emergency response mechanisms, including five areas, there are theorganization and management, emergency rescue systems and mechanisms, emergency rescuesystem, emergency rescue of human resources mine emergency rescue capabilities and afterrecovery and rehabilitation treatment.
