The Design Of Safety Training Program For Coal Mine In China

Coal production is a high-risk industry, the poor production condition and higherincome factors reduced the coal mine enterprises’ admittance threshold, and a lot ofpeople who had no safety protection knowledge stepped into the coal production area.According to the statistics and analysis of many years’ coal mine accidents, coal mineworkers’ unsafe behavior is the main factor which led to accident happened, relevantpersonnel safety knowledge is insufficient, safety consciousness is defective, safetyskills is low. And these are the common reasons of the accidents.Safety training can enhance the safety knowledge of the employees, change theirsafety attitude, improve their security consciousness, strengthen their safety skills,then can effectively change the employees’ security habits, and finally change theirbehavior in order to prevent the happening of accidents. On the basis of previousstudies, this paper summed up the coal mine accidents occurred in recent years of ourcountry, and analyzed the accident human factors. Through comparing the safetytraining situation with foreign countries, this research list the problems of the minesafety training in our country at present, and put forward to establish the mine safetytraining system, established the Chinese mine safety training system model. The minesafety training system was divided into an external protection mechanism and internaloperating mechanism, and defined the security training responsibilities of governmentand enterprise.On the basis of the internal operation mechanism of mine safety training system,how to design a suitable safety training plan for coal mine was proposed and analyzed.Finally the paper analyzed the safety training situation of a coal mine bureau, andconcluded the safety training target of the special operation staff who workedunderground. Finally designed a training matrix which was well tested in practicalproduction of blasting workers, and provided a theoretical reference for other trainingscheme design of workers in coal mine, also a good guidance for plan of enterpriseannual security training.
