Land resource, as the material basis of human survival and development, is inseparable with human production and human life for it provides mankind with clothing, food, housing, transportation and material conditions.And Low-carbon use of land resource is to combine "low-carbon economy" with" sustainable land use" organically so as to realize efficient and sustainable use of land resource on the basis of ensurance of ecological and environmental benefits.It is of great significance for low carbon landuse mode to promote regional sustainable economic development, achieve the maximization of land use utility, improve the level of intensive use of land, maintaine ecological balance and protect the ecological environment. Meanwhile,human activity and its carbon emission intensity are closely related with land use modes, therefore, the exploration of low carbon landuse size, structure and way will be conductive to the reduction of land use carbon emission rate to a large extent, to the ensurance of sustanable use of land resources, and promotion of the low carbon economy formation. In a word, human activity along with its carbon emission and land use mode will affect and complement each other.With the research object being land use of Xianning, use of ecological footprint model, combined with low-carbon economy and low carbon land use theory,this paper explored the carbon emission effect change of differnt land use types. And aiming at low carbon economic development and According to current situation of Xianning land use and its existing problems, this paper discussed the development modes of low carbon land use from aspects such as land use structure, scale,type and so on.Seen from the change of five biological productive land area of Xianning from2001to2009,the residents’ consumption structure of Xianning is changing constantly,so it needs to adjust the planting structure constantly,develop the fisheries and forestry vigorously, and further improve the waters, woodlands, and grass and other biologically productive land area. By calculating and analyzing the average ecological footprint and ecological capacity of Xianning from2001to2009,this paper shows the development trend of the average ecological footprint and the average ecological capacity is in the opposite direction. Therefore, it is indispensable to rational planning and use of land, increase the area of ecological land, improve land use efficiency, and protect land resources and ecological environment. Xianning is in the average ecological surplus state from2001to2007, while in2008and2009years it is in the average ecological footprint deficit,which indicates that the development of Xianning is not sustainable currently and urban ecological safety is low. To be specific, the average arable land,grassland,energy land of Xianning manifest as ecological deficit, while woodland,water land for construction shows ecological surplus. Therefore, we need to protect arable land, reduce land for construction,so as to ease the ecological deficit and promote the sustainability of land use. What’s more, the ecological footprint of Xianning as a whole ten thousand yuan GDP is declining, which is consistent with the trend of three major industries,so it needs to adjust the industrial structure in order to raise the level of intensive use of land.Finally, this paper put forward the low carbon land use modes of Xianning. That is reach the goal of reduction of carbon emission, increment of carbon sink function of land and redection of the energy consumption maximumly during the process of land using as far as possible by control means such as rational optimization of land use structure, control of land use scale and conversion of land use rapidly. And this mode will be in favor of sustainable development of population, resources and environment of Xianning, and realization of interpersonal harmony and harmony between man and nature as well.
