In recent years, Global climate change generates worldwide extensive concern to low carbon economy. As a major developing country, China is facing great pressure of GHGS emission control. on the other hand, some oil exporters’political turbulence and oil prices’rising may cause great influence to national economic safety. In this background, the state council committee discussed and passed through "GHGs emission control plan by2015", and proposed17%reduction of unit GDP carbon dioxide emission. It’s the first time to put GHGs emission control into the planning for social and economic development.In this context, this paper takes medium-scale area as research object, and constructs a set of suitable planning theory framework. In addition, combined with empirical analysis, carbon emission measurement and questionnaire survey were Taken to investigate low-carbon development present situation in Shanghai Minhang district. Correlation analysis, regression analysis and other kinds of analysis were taken to have a comprehensive understand on the characteristics of Minhang low-carbon development. It’s expected the research results can make a guidance to low carbon development, and promote carbon emission.The main research contents are included in the following areas:1. Through a lot of literature research, and combined with area actual situation, a set of medium-regional-scale low-carbon planning method framework was constructed, including carbon emission measurement method, carbon emission characteristics analysis method, the questionnaire investigation method, and the influence factors hierarchical structure analysis method, etc. And the use of the methods is discussed.2. Carbon emissions characteristic of industrial energy consumption was mainly discussed. Based on quantitative estimates, Stage analysis, STRIP AT model analysis and decoupling evaluation were used for characteristic study of carbon emission. The result shows that:Carbon emission in Minhang district is mainly affected by technical level and clean degree of energy, and decoupling well with economic development. The green land carbon sink and neutralizing action was not obvious.3. A survey was taken to know people’s low-carbon economy conception cognition, low-carbon life behavior status and the will to participate in low-carbon society construction in this paper. Statistical method was utilized to take analysis of the results of Low-carbon economy conception cognition and the will to participate in low-carbon society construction, score method、correlation analysis and regression analysis were used to study low-carbon life behavior status. Results show that, People do well in low-carbon economy conception cognition and have higher enthusiasm to participate in low-carbon society construction, but low-carbon life behavior status is not very well, Daily behavior is greatly effected by economy and casualness. Youth、 higher-education and higher-income people are major population who need propagation.4. Interpretative Structural Modelling Method(ISM) was used for depth analysis of impact factors. Impact factors’ levels were divided up. The results of the study show that:industrial structure, land use policies, population culture degree, population income level were depth impact factors of Minhang low-carbon development. They influenced other factors directly or indirectly. the four factors’improvement has an important meaning to Minhang low-carbon development, and the influence factors were promoted with corresponding indicators to characterization.
