Oil shale, which is not only a concomitant stripping from the coal seam, but also a kind of solid combustible mineral deposits. According to the method of low-temperature carbonization, it can be used to product the shale oil, just like the crude fossil oil. But during the production, it also can have much pyrogenous waste water. This water is mainly consisted by organic contaminant, because of the high content of arene and oxygenated chemicals, it can restrain microorganisms and make a low capability of the organisms retro gradation. So it is not very well for the biological treatment. The oil shale pyrogenous waste water is the recognized hard to dealing with organic waste water in the world, and our government also pay much more attentions to import the technique for the effluent disposal. The "carbolic taint" mainly means the water pollution made by phenolic compound, it’s the primary root for the water pollution. If we discharge it without any disposal or use it to irrigate farmland, it may pollute air, water, soil and food. Phenol is the most noxious phenolic compound and in the phenolic effluent, the content of phenol is the highest, so check it to monitor the quality of water is the conventional way around the world, to protect the enviroment. Dealing with the phenolic effluent is for human’s environment and healthy, the government has made lots of work on it.The titanium dioxide photocatalyzer is nontoxic, chemical inertness and biological inertness. It can mineralize the organics, so we can use it to dispose the wastewater. Utilize the ultraviolet light to illuminate the titanium dioxide. From the illumination, the titanium dioxide can create many kinds of high oxidized chemical substances, just as the active hydroxyl. These substances can make carbon dioxide, if there has the organics during the chemical reaction, and all the carbon dioxide has the ability of degradation. We use sol-gel method to compose the titanium dioxide, characterize it to find the best titanium dioxide catalyst. Then, we use it to dispose phenols in the shale oil phenolic effluent, distill the disposed water, use4-Amino-antipyrine spectrophotometric method to test the content of volatile phenol in the water. We’ve discussed the ingredients which can effect the catalytic reaction to dispose the polluted water, and also, we probe the reaction time, the weight of catalyzer, even the intensity of light and solution pH value. We have made a good conclusion, to know the proportion of catalyzer concentration, the best pH value in solution, percent conversion of the phenol, intensity and time for the illumination.
