Followed in the face of climate catastrophe,IPCC sounds the alarm again in thefourth report,so that makes mankind understand global warming more systematically,comprehensively and specifically.In the last half century,the temperature warmingrate of China’s average surface was significantly higher than the average warming ofthe whole world or the northern hemisphere.However,90%of global warming iscaused by human activities,IPCC points out that there has been a concerted campaignrespond to climate change,besides,the sooner we do,the more economic and feasible itwill be.Climate warming and carbon dioxide emissions problems have become themost serious problem of what the humanity face today,therefore,the study of carbonemissions measurement and reduction performance are great theoretical and realisticsignificance.First of all,the paper synthesizes the existed research results at home and abroadand finds the past related research mainly focus on the theoretical studies oflow-carbon economy connotation, but there is very little quantitative study from themeasurement and statistics,especially in the quantitative study of carbon emissionsrelated to energy consumption.Secondly, the article conducts related theoretical research on energy consumptionand the function of energy consumption on the environment,and conductsin-depth,comprehensive empirical analysis on the carbon emissions measurement ofenergy consumption on the basis of theoretical studies.Simultaneously, making use ofDEAP2.1software to study on carbon reduction performance of energy consumptionsystematically,which not only includes the overall changes and regional differenceson carbon reduction performance,but also includes the study of influence factors oncarbon reduction performance,furthermore, the paper puts forward related policies.Finally, in the conclusion,the paper pointes out that it is difficult for changing thecoal-dominated energy consumption structure in the next short time,the hugeconsumption of resources has become the one of biggest bottlenecks of affecttingChina’s sustainable economic development.Moreover,the energy-based LCFS in thehigh-carbon supply and demand curve is relatively steep,carbon emissions willincrease as the low-carbon fuel emissions increasing,and that energy-based LCFSonly when a more stringent set in order to better control carbon emissions.In addition, factors of economic growth have a significant positive exponential effect on percapita carbon emissions in the sample period,but factors of energy structure andenergy efficiency inhibit the growth of per capita carbon emissions in a certainextent,besides,the study of the carbon reduction performance find that the factor oftechnological progress of the sample period is the decisive factor in carbon reductionperformance of improve or not.
