Weifang is located in the central of Shandong peninsula, where the domesticwater system is developed well, and she has many rivers. Weifang is an importanttransportation hub in Shandong, known as the ‘peninsula corridor’, and wins the‘Chinese residential environment award’ in2011.In general, during the ‘twelve five-year plan’ period, the economic and socialdevelopment is at the important period of strategic opportunities in Weifang. With thehigh speed development of economy and society, water pollution problemes aregetting worse and water environment faces a serious situation. In order to keep society,economy, resource and environment sustainablely developed, some measures shouldbeen taken to improve the conditions of the water environment inWeifang. Therefore,this paper attempts to study on the planning of water pollution control in Weifang.This paper refers to the strategies and methods of the planning of water pollutioncontrol at home and abroad, investigates and evaluates the present pollution situation,the water environment quality of the main rivers, drinking water sources and thecurrent situation of the water environment monitoring section, water environmentalplanning execution of the ‘nine five-year plan’ and ‘ten five-year plan’,‘elevenfive-year plan’ period, predicts new increments of the main pollutant during the‘twelve five-year plan’ period, formulates the main tasks and measures of waterenvironmental protection, analysis the feasibility of ‘twelve five-year plan’, discussesthe water pollutant treatment measures, etc. Combined with ‘twelve five-year plan’ inWeifang, this paper puts forward specific planning and management measures,opinions and suggestions to ensure that the task of ‘twelve five-year plan’ aresuccessfully completed, the development of economy and society are developed well,protect the water environment at tne same time.Based on the single factor index method, nemerow comprehensive index method,analytic hierarchyprocess (AHP), all indexes of the "eleventh five-year plan" wereassessed overall. The results show that the "eleventh five-year plan" was outperformed, the amount of emission reduction, environmental quality improvementand the pollutiondischarge stand were all realized. But the water pollution problemesare still severe, if measures are not been taken to control pollutions, water qualitywould be further deteriorated.Secondly, based on the one dimensional water quality model, the waterenvironment capacity is calculated. The results show that Weifang has a certainamount of water environmental capacity, water environmental capacity is36800tonsper year. But the emission is more than the capacity.Then according to the current situation of the socio-economic and demographicdevelopment in Weifang, this paper forecasts the new increment of economic,population and pollutants during “the twelve five year”. And taking into account ofthe water environmental capacity, the pollutant reductions are forecasted. This studytakes the relevant data during “the eleven five year” in Weifang as the base, the targetyear is2015. The forecasted emission of COD is36400tones.Finally, based on the projected goals of target year, appropriate improvementschemes and measures of water pollution control are proposed to ensure that ‘twelvefive-year plan’ would achieve the expected objectives.This paper puts forward opinions and suggestions for “the twelve five year”plans in weifang, and provides some references and suggestions for the weifang waterpollution management.
