China’s industrial products has gained rapid development in foreign trade since thereform and opening up, especially the accession to WTO. Shandong Province isstrong in China’s foreign trade, in2009, the total amount of trade is$140billion,accounting for6.5percent, in which the exports reached$79.56billion, accountingfor56.9%of the total trade of Shandong Province, and exports and imports inindustrial products accounted for the vast majority of the trade. How to value theenvironmental impact of import and export trade to Shandong Province? Whichindustrial sector is conducive to economic growth and environmental protection?While which departments are threats to the environment? How adjust based thestructure of Industrial structure of Shandong? All these issues need further study.Through the analysis of import and export in Shandong Province from2002to2009,it can be found that (1) the average annual growth rate of exports and importswere higher than that of gross domestic product (GDP), especially for exports, and inrecent years the proportion of import and export volume of Shandong Province inthe country’s total trade volume rises rapidly;(2) the dependence on foreign trade inShandong Province increased first and then decreased, and the dependence onforeign trade of export is always greater than that of the import;(3) the annualgrowth rate of import and export of industrial products in Shandong Province duringthe year2002-2009were higher than that of the overall annual growth rate of trade,and the proportion of trade for industrial products in total trade increased year byyear. This shows that the import and export made a great contribution to theeconomic development of Shandong Province.From the concept of pollution footprint, utilizing the input-output analysis to accountcomplete pollution coefficient, export and import pollution footprint, export& import pollution index of Shan Dong province industrial products in the years2002-2009. The results show that the pollution footprints of exports increased during2002-2008which means surplus in trade of textiles, chemical industry andnon-fabricated metal has brought a large number of environmental costs to ShandongProvince. At the same time, the import pollution footprints of mining, paper products,printing and stationery manufacturing increased year by year, showing thatShandong Province transferred pollution cost to foreign countries through trade. Thefurther Research shows that the pollution footprint of net imports of industrialproducts in Shandong is negative, and the absolute value is growing during2002-2008, noting that foreign trade of industrial products in Shandong kept most ofthe pollutants in the province which paid the environmental costs. But there’s a trendto positive of the net import pollution footprint in trade of industrial products as aresult of the adjustment in trade structure from2007.According to the study and analysis, two advices are given from the way ofgovernment and enterprises: first, for the government, it should strengthen theenvironmental cost accounting, actively promote the recycling economy, vigorouslydevelop the environmental protection industry, optimize the export product structure,and increase media supervision. Second, for the enterprises, they should change theconcept of operations, strengthen technological innovation, and make good use ofclean concept and clean technology for production.
