Medical waste has great dangers. Its improper recycling will severely pollute the environment and harm human’s health. With economic development in recent years, China’s medical and health service has a great progress. Along with increasing number of medical sites, different kinds of medical waste have been generated. However, the current medical waste recycling system is not enough for the above situation. The urging problem is how to use modern method and technology to study the model of urban medical waste recycling and how to track and manage medical waste. Meanwhile, in order to take both economic and max social benefits into account, the medical waste recycling system also needs to optimize transport network.Motivated by this, this paper propose a new urban medical waste recycling system which is imported the advanced technologies, such as RFID, GIS, GPS and GPR, into the original recycling model. The sitting problem of recycling transfer stations and vehicle route planning problem are also studied to design a better urban transport network. The paper is organized as follows:1. Introduce the advanced technologies used in the recycling management system, including radio frequency, geographic information, global positioning and wireless communication technology.2. Based on China’s own situation, design the main process of city’s medical waste recycling and the overall objectives of urban medical waste recycling management system. Based on this, an urban medical waste recycling management system is developed.3. To optimize the urban transport network, model the siting problem of recycling transfer stations. Genetic algorithm is applied to solve this model and simulation data verifies effectiveness of the algorithm.4. Consider to the features of transport network path optimization problem, this paper establishes of a capacity constrained vehicle routing optimization model and applies improved hybrid multi-neighborhood local search algorithm to solve this model. Experiments show the advantages of this method.
