Large quantities of textile wastes have been increasingly generating all over the world, which gives rise to wasting of resources and environmental pollution. Therefore, this paper attempts to construct an integrated ecological industry chain of textile wastes, aims to maximize the recycling and reuse of textile wastes, then maximizing its resource efficiency, economic benefits, environmental benefits and social benefits. The textile wastes industry chain, which mainly consists of collecting, sorting, processing, manufacturing, consuming, safety disposal, is emerging all over the world. Chinese textile wastes industry chain is not integrated. But China has been equipped with some prerequisites to construct an integrated ecological industry chain. This paper studies the constructing and stability of ecological industry chain of textile wastes by theoretical models and case studies, based on the theories of Ecological Industry Chain, Industrial Organization and Ecology, as well as the practice of textile wastes industry chain of America, British, France, Japan and China. The ecological industry chain of textile wastes consists of4elements (resource, technology, economy, policy),3bodies (decomposer, producer and consumer), and2environments (hard and soft). Decomposer, producer and consumer are the principal part, resource is the tangible linker and technology is the intangible linker of3bodies, economy is the market-mechanism and policy is the government-mechanism that links3bodies.4elements form the element model;3bodies and2environments form the structure model;4element,3bodies and2environments form the "4+3+2" model. According to the current situation of Chinese textile wastes industry chain, putting forward two constructing paths:1) linking upstream and downstream enterprises to the leading enterprise;2) grafting several links on the dominant enterprise to make an integrated chain. The stability of the ecological industry chain of textile wastes can be affected by21factors that are incorporated into four dimensions (structure, technology, market, and external), which form the stability model. The theoretical models, including "4+3+2" model and stability model, is just a preliminary study at a theoretical level, provide the practices of constructing an ecological industry chain of textile wastes with concepts and ideas.
