The Reasearch On Project Construction Claims Management Based On Bill Of Quantities Model

From our construction industry understanding the claim concept firstly, and now claimevents have been occurred everywhere, the research and development of claims managementexperience for over ten years, but the claims management remain the weak link of projectmanagement. Construction participants cannot understand the claim knowledgecomprehensively and thoroughly, implementation the claims management standard andscientifically, applied skills and strategies flexibly, it is often happened to unable claim, afraidclaim, unreasonable claim, these problems result that claims management research isimminent.This paper studies the claim opportunity based on inventory valuation opportunitythrough domestic and foreign claims status. To ensure the opportunity to identify claims moresystem, it taps all potential claim opportunities between the knowledge of projectmanagement systems and project life cycle two angles respectively, combines with moremature Delphi method, writes expert questionnaire, summaries the probability for each kindsof claim opportunities, all these provide a good foundation for the contractor; Second, face toa claim opportunity, how to decide it is a problem for each contractor. The paper puts thetheory of game theory apply to claims related to decision-making, establishes the dynamicgame models for the contractor’s claim from the three different conditions of completeinformation, incomplete information, supervision which as the three-party, analysis thecontractor’s sub-game Nash equilibrium, so it can address which circumstances to claim,which circumstances to give up the claim; Third, the international scholars have studied theclaims resulting from reduced productivity seldom, and most papers resolved the problem byqualitative method, because it is difficult to organize productivity dates and the sceneevidence. To solve these problems, the paper defines the basic parameters of productivitylosing, establishes mathematical formulas among them, and propose major steps, so we canhandle the duration claim of productivity losing scientism, and combines a representativeproject, in accordance with the theoretical knowledge to analyze, draw claim conclusions,thus proves the feasibility of this method is very high; Finally, fixing on the claim of measuresfee of construction project which is easy to overlook for the contractor, explains the definitionof measures fee of construction project, composition and classification. Comparing the feeunder bill pricing and traditional fixed-denominated pricing, the paper summaries methods ofcalculation, so that the contractor put more attention on the fee claim.
