Multimodal transport is the trend of the logistics transportation. In China, the mainform of the logistics transportation is the combination of highway and railwaytransportation with containers as transport agent. But because of the long distance, thepossibilities of accidents, the safety of the transportation, which is the very basic needfor the container logistics system, cannot be ensured. So there many factors in time andgeography should be taken into account, in this way, the users of the logisticstransportation could make a better decision based on the geography factors, and thelogistics transportation’s information could be perfected as well. Therefore, geographyfactors should be largely taken into account in the following system.The system aims to by combining the logistics management system and thesecurity management system, and based on the existing secure problems in the highway&railway container logistics transportation, to find the factors that affect the security ofthe highway&railway logistics transportation, then to establish a security system forthe highway&railway logistics transportation; and then by giving the facts in thesecurity management system, to design an early warning management informationsystem and an emergency response system based on the existing GIS visual monitorsystem for container logistics transportation.In the aspect of safety management system, this system will break through thetraditional AHP methods and build a new safety assessment system on thethree-demarcation method. The method is simple and practical, and would as well helpto make a more scientific decision, as well as to help lay the foundation for the safetymanagement system and pre-warning management.Based on the early warning technique, the early warning analysis technique, and the alarming technique in the logistics transportation safety management andpre-warning management system, the thesis establishes a mode for the accidentalarming&evaluation system and the accordingly information system. The two systemscould supervise and analyze the factors that may threaten the safety of the containers,then according to the information to give alarms.In the process of the container logistics transportation, the use of GPS could help toget the location of every section evolved. The use of the radio frequency&videotechnical support in the warehouse and the transfer station could help to monitor thecondition of the cargo; the use of the radio frequency&video technical support,together with the GIS technology and the GSM communication technology, we couldachieve visual supervision. Then if there is any accident, geography location could beachieved soon to give the rescue.In the preceding stage of management, Access2007and Visual Studio2005shouldbe used to be the basis of the security pre-warning system information bank. Theinformation bank consists of two aspects: one is the management of the information,which includes the records and analysis of the factors that led to previous accidents; theother is rescue management, which provides the different grades for accidents toestablish an emergency plan of accidents.The study could ensure the safety of the containers in the logistics transportation.The development of the container logistics transportation could be achieved by theestablishment of the visually electronic map and the information bank.
