Migrant laborers play a significant role in promoting China’s economic andsocial restructuring at the critical stage of the rapid development of industrializationand urbanization. By the year2008the number of people hired out for trans-countywork has reached150million, making the total number of migrant laborers up to225million. Meanwhile after the tremendous development,we see the other fact that weneed to facing is that the process of migrant laborers urbanization for30years has notsolve the unfair treatments as their low pay and poor guarantee of their jobs, shortageof social insurance and their children’s education problem. Migrant laborers have beenin the border of urbanization, half-urbanization, even the passive urbanization, whichdepart from the present aim of urban planning, and influnce the healthydevelopment of social harmony and progress with the urbanization. In order topromote migrant laborers urbanization equitably, justly,orderly and dignity, toimprove efficiency for urban planning, we need to kown the characters about thedesire and behavior of migrant laborers moving to cities. We also intend to get aconclusion about the urban spatial structure, urban system planing and policy for theprocess of migrant laborers urbanization to make scientific urban planning.This paper, with the application of social geography, behavioristics and otherrelated theories, uses combinations of theoretical analysis and empirical study,surveys and statistical analysis as well as qualitative and quantitative methods duringthe whole research process. Summed up the situation of Xi’an migrant laborers’urbanization through data gathering and survey analysis, the paper makes an analysison the problems existing between present Xi’an migrant laborers’ urbanization andurban planning issues, based on which the content and approach of urban planningunder the process of Xi’an migrant laborers’ urbanization have been proposed.Through this paper, That conflicts between migrant laborers urbanization and theexisting urban planning:①emphasis on the external elements of planning whileignoring the connotation of elements of planning;②lack of diversity;③ignore migrant laborers residential district planning. based on which the content andapproach of urban planning under the process of Xi’an migrant laborers’ urbanizationhave been proposed.
