Conservation Planning Management Of Tianjin Historic Conservation Area

As a famous historical and cultural city of the country, the best carrier of Tianjin’s history and culture is its historical conservation area. They continue the history of the city, transfer the city’s culture, and show us some moments of the city’s development. However, people’s protection consciousness is lagged, and the protection management is not so good. Many historical conservation areas are destroying and disappearing faster and faster by weathering and sweeping development of Tianjin. How to strengthen the planning management and protect urban historical and cultural resources effectively, along the construction of the historical conservation area, which is always a difficult problem China’s heritage protection should face.So, this paper focused on the conservation planning management of historic conservation area. Firstly it references by successful protection management experience of domestic and international cities’historical districts, and then compares to urban planning management system, which to puts forward the particularity, principle and target of conservation planning management. On the basis of the above analysis, we can get the structure of conservation planning management, which includes management system, operation system and guarantee system.In the existing management system, with the management experience of Tianjin, and the 14 historical conservation areas which were compiled recently, this paper comprehensively analysis Tianjin’s present management situation of the historical conservation area. The analysis included management organization, planning, implementation model and the existing laws etc. Above all the analysis, this paper points out the confusion and problems which Tianjin faces in the history of protection planning management.Last, the paper advices some measures to perfect the existing management system of Tianjin. Mainly includes establishing a uniform coordinated institution which can in charge of others, making clear authority of the relevant management agency, and strengthening the cooperation of administration and technique etc; perfecting local laws and conservation planning, especially increasing the detailed rules for the implementation and management guideline of conservation planning. Also, the paper put forward suggestions on the public participation, funding for the historical conservation area, propagating and educating to the publicity, and other aspects.
