With the rapid development of China civil aviation,the sustained growth in air traffic has been difficult to meet the needs of civil aviation activities under existing airspace resources and the management mode.At the same time,flight delays have become increasingly prominent,seriously affecting the passengers' demands and the development of civil aviation.Therefore,when arranging spare routes for busy routes with taking account of scientific and reasonable optimization of flight time,which not only solves airspace congestion problem,but also reduces operation cost of airlines.The main contents and innovations are as follows.Firstly,airspace and flights at Beijing Capital International Airport and Tianjin Binhai International Airport are analyzed.The flight frequency and flight density of Beijing Capital International Airport at different time periods are emphatically researched,and combs the time distribution of the two airports' single day flights and the proportion of flights with A593 and A461 routes are carried out statistically combing.Then the problems of flight time allocation are summarized.Secondly,according to the characteristics of highly shared and interdependent among routes in airspace resources,the routes are evaluated from the two aspects of route interaction and airline operation efficiency.Based on state classifications a multi-level comprehensive evaluation mode is established,and index threshold and comprehensive evaluation threshold are determined.The theoretical basis is made for selecting the alternative route for the planned route.Then,on the basis of the coupling model of the route capacity and the flight delay cost model,the flight time optimization model based on route allocation is established.The flow volume of six sectors in different sectors is statistically analyzed,and the coupling capacity of spare routes in different time slices is calculated according to the coupling capacity model.The optimal allocation of flight time is solved by the quick reduction optimization algorithm.Finally,according to the airspace of Beijing Capital International Airport,Tianjin Binhai International Airport and Shanghai Hongqiao Airport,AirTop software is used to simulate the model.The simulation results of the work load and delay of different sectors are obtained by optimizing the route resources under the two operating modes.
