Research On Demand And Service System For Old Urban Residential Area Renovation Catering For The Elder People

As a major field supporting the home-based care for the aged, the service systemprovided old urban residential area renovation for the elder people to meet the need oftheir daily life have not been formed in China. Against the backdrop of theever-increasing ageing issues in cities, research on the demand and service system forold urban residential area renovation catering for the elder people (RCEP) has animportant realistic influence on the development of home-based care for the elderly inChina.Through conducting questionnaires among and analyses of nine old residential areasin Xi’an, we found that the major demands of RCEP involve installation of informationsensing devices and emergency devices in housing for the aged, improvement of heatpreservation and insulation of exterior wall, residential installation of elevators,barrier-free restoration in the residential entrances, nonskid surface treatment on thestair treads and the ground of corridors, extra installation of benches and outdoor sportscenters in residential areas, barrier-free renovation in residential areas, establishment ofcommunity hospitals, senior citizens’ care centers and recreation centers serving theelderly nearby and provision of health care, life care services and spiritual concern forthe elderly, etc.The key factors affecting the demands of RCEP include the service level of RCEP,family economic conditions of the elderly and support of the government. Throughinterviews, questionnaires and text analyses, we figured out18general factors affectingthe demands of RCEP. Three major ones have been extracted through the principalcomponent analysis, involving the service level of RCEP, family economic conditions of the elderly and support of the government. They serve as the key factors affecting thedemands of RCEP.Through learning from developed countries and regions in constructing the servicesystem of RCEP and taking local realities into consideration, the research has set up itsown service system of RCEP. It mainly includes elderly-oriented components R&Dservices system and production services system, design services system andconstruction services system for RCEP, as well as policies and regulations system,administrative supervision system, residential support services system for the aged andassessment services system. Under the combined action of enforcement and supervision,stimulus and coordination, public participation, assessment and improvement,subsystems interact and bear mutual links.This thesis put forward specific recommendations of promoting the formation anddevelopment of the service system of RCEP, as follows, Improving the system ofpolicies and regulations supporting RCEP, intensifying administrative supervision,raising the elderly-oriented service level in residential areas and stepping up thedemonstration projects of RCEP, intensifying financial support, guiding communityorganizations and residents to democratic participation, making RCEP services moremarketed and industrialized, adopting flexible, diversified and suited ways ofrenovation, putting in place the scientific decision-making and problem-solvingcoordination mechanism, etc.The application of the research result will be conducive to the formation anddevelopment of the service system of RCEP, thus satisfying the housing need ofhome-based care for the aged.
