With China’s industrial structural adjustment and the continuous development of urbanization, a large amount of industrial land which was situated in the edge of the city gradually surrounded in the expanding regions of the city center ,and the industry workshop in the industrial land cause new pollution for the urban environment.The scientific and reasonable construction of industrial workshop and the objective and accurate evaluation of the moving componment utilization had the vital significance.The old industrial workshop moving as a separate project,using network plan in relocating to organize the construction,and control the moving process,at the sime time give the fuzzy comprehensive evaluation to the component utilization making the construction of the new building economy and efficiently.The relocation of the old industrial workshop not only has good ecological and environment value,but also it can use the resource reasonably.There is obvious economic value.And it is an efficient way to build a low carbon,green,environment protection,harmonious city environment.According to calculate the network parameter of moving pracess,it is based on the theory of the traditional network planning technique and bring in fuzzy mathematics,then applicate the triangular fuzzy number to revise the calculation of the time parameter,and put forward combining the method of the routing key degress and possibility scale to determine the critical to determine the critical path of the relocationg of the industry workshop.In addition,after the old industrial workshop moving,the removing component recycling performance evalution is another key of the paper.This text discussed the multi-grade fuzzy comprehensive evaluation which is based on the analytic hierarcry process (ahp) using on the component utilization,expounded the main influence of the reusing of concrete component of the old industrial wokshop,and established the hierarchy model of influence factors.With specific engineering example analysis,the qualitative knowledge is transformed the quantitative evaluation which can give more objectively and scientificly evaluate the utilization of the component of the old industrial workshop. Finally,the method is applied to an old industrial workshop relocation project which the author joined in,the main method described in this paper proved validity and practicability.
