In recent years, international trade developed rapidly, import and export commo-dities quantities increased dramatically, these present new challenges to the logistics develop to international direction. The ports as the international trade’s main node, is the important strategic component of the city and regional economic prosperity and development, is the hub of the comprehensive transportation network, has become the important resources of the development of logistics. In order to promote the smooth development of the port logistics, more efficient port transportation system is needed to meet the rapid growth of the ports throughput. However, the high highway transport-tation proportion in the Caofeidian iron ore terminal transportation system causes serious crowded, the incoming delay has greatly increased the cost of the carrier and the shipper. At the same time, the increasing port throughput makes the city transportation overweight, these are already seriously affected the urban transportation development and the Caofeidian iron ore terminal transportation system. Therefore, put the Caofeidian iron ore terminal’s port system and highway transportation system together to research, not only improve the port traffic congestion, delivery delay etc. problems, but also lays a good foundation for the port transportation network construction.To solve the problems of heavy traffic congestion, long cargo turnover time and delivery delay the scheduling optimization is researched on combining the Caofeidian iron ore terminal’s port production scheduling and highway transportation scheduling (for short port-highway scheduling). Here the port production system refers to the Loading and unloading scheduling process between the wharf apron and storage yard when ships by port. By analysing the loading and unloading operations process, port-highway scheduling optimization model is established by using the Linear programming algorithm which includes the port, highway freight stations and destinations. According to the real-time information of the vehicles and shipments that provided by the port-highway system information platform and the port and all destinations’requirements, the shortest operation time of highway freight vehicle scheduling plan was solved out by the port-highway scheduling optimization model, which includes loading and unloading operations time and vehicle travel time. For each loading and unloading operations, the optimum transportation route of the Caofeidian iron ore terminal highway freight vehicles among the port, freight stations and destinations can be provided by the port-road scheduling optimization model. The achivements can save loading and unloading operation time and improvs the port-highway system operation efficiency.
