With the rapid development of China’s highway, highway traffic safety problems have become increasingly prominent. In this paper, taking the Beijing-Zhuhai high-speed Hunan Leiyi section of major traffic accidents. for example, explore perfect expressway emergency management system, in order to ensure highway become a powerful tool to ensure the country highway, in the daily production process to play an effective role.This article is based on the development of our country freeway course, abroad and our country expressway emergency management present situation and the "Twelfth Five-Year Plan" in our country during the period of emergency management on the basis of the development planning, lay the research significance and methods, through high-speed Beijing-Zhuhai Hunan Leiyi section of major traffic accidents, the accident scene investigation, analysis the main reason for the serious traffic accident which happened in Jingzhu express way,laiyi period, Hunan are: the administrator does not pay enough attention to the design deficiency of the road, there are flaws in later period management,no warning line or sign to warn the traffic; administrator is lack of service consciousness, they do not have enough experience in managing the express way under bad weather and they do not have enough solutions for this; related government departments do not have well prepared emergency management system and do not have high efficiency for emergency rescue-, management department is lack of managing, careless in daily management,does not have strong safty consciousness and does not report the accident on time the accident rescue process, the nature of the accident and the loss are described in detail. Analysis of the high-speed Beijing-Zhuhai Hunan Leiyi section of major traffic accident the main reason, and from the improvement of expressway emergency management aspects, strengthening the expressway emergency management requirements:accelerate highway related emergency legal system construction, perfect freeway unified command and coordination mechanism; strict adherence to the law enforcement inspection system; daily road maintenance work; to strengthen the professional the construction of emergency rescue team; to strengthen the professional construction of emergency rescue team; establish emergency rescue information platform; to strengthen traffic management, improve vehicle highway performance; extensive emergency propaganda and education and training. Through the detailed analysis of expressway emergency management, to regulate the expressway emergency management system research is expected to reduce the probability of occurrence of Expressway accident, and to reduce the resulting in two accidents, minimize the loss of life and property, improve the highway traffic safety level has certain guidance and reference.
