Building energy efficiency in Chinese colleges has important practical significance for Chinese stratagem of building conservation-oriented, and profound significance for education and society. Building energy efficiency in campus offers huge potential as a whole, but it is meeting a lot of difficulties due to its economic externality. So the paper tries to introduce EPC (Energy Performance Contracting) mechanism to promote the progress of building energy efficiency in China’s colleges. First the paper introduces the application of EPC in colleges in America and its skills Summary. Second it analyzes the present situation and basic characteristics of building energy consumption in colleges in China, introduces the present situation building energy efficiency in Chinese colleges in different aspects such as policy and the participation of colleges, and Puts forward a variety of problems the colleges meets when they work on building energy efficiency to introduce the the necessity of EPC. Third, it introduces the application of EPC in colleges in China, and analyze influence factors of EPC in colleges. When it comes to the research on the operational mode of the application of EPC in colleges in China, it introduces three basic EPC operational modes, identifies the influence factors of EPC through case study, uses AHP (Analytic Hierarchy Process) and comprehensive estimation to build the comprehensive estimation model of EPC projects in colleges. Finally it puts forward suggestion of colleges applying EPC in three aspects of policy, colleges and ESCO(Energy Service Company), based on the problems at present and the features of EPC projects in Chinese colleges.
