Water resources quantity of per capita is very short in China. With the rapid development of social-economic and rise of population, the conflict of supply and demand of water resources will be more and more serious. With the speeding up of industrialized progress and increasing of the industry water use, water resources is becoming a restriction of region development and is an important bottleneck to sustainable development of water shortage area. Under the water demand management conception, ISA (Industry Structure Adjustment) can be used to not only accelerate the socio-economic progress but also save water to decrease the water resources consumption. It is a good way to solve the conflict of socio-economic development and water shortage.After summarizing ISA theory and method, this paper uses the simulation analyses technology to set up RISA-WDM model (Region ISA linear optimization model based Water Demand Management) under the direction of WDM. It adopts linear program model, and it integrated water quantity and water market as restriction to describe ISA. At last, a case study in Tangshan is realized. RISA-WDM model provides a platform for ISA in water shortage area.This paper selects Tangshan with conspicuous imbalance between water supply and water demand as study area. RISA-WDM model is applied in this area. Based on economic development plan in Tangshan, through analyzing current industrial water use situation, high-efficient industry water use as goal, enhance basic leading high-efficient trade, reduce minor non- basic trade, RISA-WDM model result shows the industrial water use drops by 10%, under without technology innovation and uniform industrial added value. Result indicates that steel, machinery, chemical trade should be the emphases of the structure adjustment and energy trade(electricity and coal trade) should be the core of the structure adjustment in the future Tangshan. According to the circulation economic development mode and utilizing favorable geographical position, coastal economy rise rank will be set up to accelerate the rapid development of society and economy in Tangshan .The thesis includes 6 chapters. The main content is as follows:- In Chapter 1, research progress, existing problem and developing direction of ISA are reviewed, and then the meaning of research is also pointed out.- In Chapter 2, theories and methods of ISA are first analyzed and synthesized, and then how to apply them to this research is discussed;- In Chapter 3, RISA-WDM model framework is described in detail, which includes design idea, structure and characters of model.- In Chapter 4, the overview of Tangshan is introduced, which includes currentsocio-economic situation, present water use of industry etc.- In Chapter 5, RISA-WDM model is applied to Tangshan. According to the calculated result of model, direction and suggestion of ISA are brought forward.- In chapter 6, research result and innovation points are summarized. At the same time, the deficiency existing in this study is pointed out, and future research direction is prospected.
