With the rapid economic development of China, the demands of energy further increase, so the coal which is the most major energy consumption has become increasingly problem. The "north to south "strategic pattern of the coal making the sea transport become the main aspects of the coal transportation. As the receiving port, the plant terminals’running and risk evaluation has become the concerned question. The normal operation of the power plant terminals can lead to coal-and-electricity integration, which would protect the stability of power generation and the entire coal supply chain, and further protect the normal operation of the national economy. There are seldom research about power plant terminals risk assessment, so how to assess the risk of power plant terminals comprehensively and objectively and select effective risk control methods is an urgent problem to be solved.Firstly, the paper reviews the research trends at home and abroad about the risks and terminal risks, and analyze the coal market in China and the Taishan power plant coal demand. Based on the above analysis, further analyze the operation of Taishan power plant terminal to find out it’s "bottleneck", so as to give theoretical support for coastal power plants terminal operation.Introduce the theory of risk analysis briefly to pave a way for the research of Taishan power plant terminal’s running risk. From the yard risks to analyze Taishan power plant terminal.According to a lot of reading literatures, experts advice and the feature of running, put forward the relating factors including equipment factors, operational factors, natural environmental factors, management factors and goods factors.The paper build the evaluation index system for operational risks of Taishan power plant terminal (5 first level index and 14 second level index) as the basis of the operational risk assessment of Taishan power plant terminal. In the study of the risk assessment model, combining the analytic hierarchy process and matter-element extension model to build evaluation method. Through the use of the model, the paper get satisfactory results on Taishan power plant terminal operational risk assessment which shows that the evaluation model has good performance and higher reliability on research the risk assessment of coastal power plants. Finally, according to the result of risk assessment, put forward the risk control measures.
