With the increasing emphasis of energy conservation and emission reduction, energy-saving technologies of shipping industry have drawn more and more attention in various countries, where the ship is the oil-guzzler. However, the current energy-saving technologies of shipping industry are mainly about the development of ship types and the optimizing of power unit, which means that the study on energy-saving technology of marine electric power system is defective. Therefore, the paper brings the concept of floating frequency and voltage of marine electric power system, and carries out the design and its realization.Based on the study of feasibility and potential of floating frequency and voltage of marine electric power system, the paper brings the concept of the combination of floating electric system and fixed electric system. Aiming at the automatic marine electric power system, the floating frequency and voltage energy-saving controller is designed and realized in the paper. According to the power of marine main engine, the energy-saving controller controls the collaborative decline of frequency and voltage. The energy-saving controller not only ensures normal operation of all marine loads, but also saves fuel consumption.The paper mainly discusses the design and realization of voltage regulation part of floating frequency and voltage energy-saving controller, which uses the Siemens PLC as core controller. The voltage regulation part of floating frequency and voltage energy-saving controller uses PID controlling method to realize real-time control of the voltage of marine electric power system. According to the power of the marine main engine, the voltage regulation part controls voltage decline cooperating with frequency of marine electric power system. Meanwhile, the voltage regulation part of floating frequency and voltage energy-saving controller can distribute reactive power to ensure the reliability of marine electric power system.After debugging of floating frequency and voltage energy-saving controller, the energy-saving controller can operate solidly and reliably. Analyzing datas which gained during multiple experiments shows that the energy-saving controller can achieve the predetermined task of saving energy.
