In recent years, the amounts of signals are increacing as the electric power structure constantly rises. As a result, the data communication of substation automation system faces more and more pressure. To solve the problems about the operation between the intelligent electronic equipments of different companies in the substation automation system, International Electrotechnical Commission comes up with IEC61850-substation communication network and system. IEC61850aims at establishing the unified substation automatic communication system and realizing seamless communication between the IEC equipments from different companies.Substation Configuration Language is the most important part of IEC61850and it uses SCL to describe the whole structure of substation and intelligent electronic equipments. The article is organized on this important process and achieves practical exploitation on configuration tools.Firstly, this paper not only introduces the development and research situation about the IEC in the world but also briefly describes the characteristics of digital substation including the intellectualization of primary equipments, networking of secondary equipments ans automation of the running management system. There are more details about the architecture and operating principle of digital substations especially the main point, terminology and key technology of IEC61850divided into the Station Level, spacer-layer and process level, which can be found in this paper.Secondary, the paper gives some information about the principle and function of SCL’s configuration tools and makes their whole model in C programming language. It also tells us about the design of each module function including the check module design, analytical module design, user configuration module design and interface management module design as well as the main procedures section.Thirdly, it gives information about the operational approach of IED configurators and Analysis of merger units’function base on a specific example (merger unit), from which we can image its logical configuration models and then choose the logical node. Thereafter we can use IED distributor to deploy SCL file and analyze the process of IED distributor deploying SCL file until exporting configuration file to do the effective verification on the file. It is proved that the simple and convenient IED setting devices suggested in this paper are able to fulfill the assignment by verification results.The end of the paper not only points out the gains and lacks of the research process but also looks to the prospects for the development of IEC61850and further improvement of the research work.
