After the official version of IEC61850 released, the intelligent substation get a good development, lots of Intelligent Substation based on IEC 61850 has been build, in the process of construction, the configuration tool is an essential tool. But most existing studies of configuration tools are mainly focused on the design of IED configuration tool and system configuration, the design of System specification tool was not developed enough. So, designing an integrated configuration tool has a good practical significance.Firstly, this paper introduced the related concept of intelligent substation configuration and analysis of the status quo of the configuration tool, introduced the object model and grammatical structures of SCL configuration language, described the configuration process smart substation. The paper respectively briefs the file structure and effect of current six configuration files.Introduce the data exchange between configuration tools and the process of IED modification. To provide a theoretical basis for the follow-up work of this paper.In order to generate the SSD file in configuration process of intelligent substation, and enhance the graphical representation capability of configuration tool, this paper designs a method of generating SSD file based on SVG. According to the characteristics that the SVG and SCL are based on XML language, this paper edits the internal document type definition(DTD) file, declares SCL elements and attributes in the SVG file, then designs equipment element which contains SCL information.By this way, we can add the configuration information which conforms to SCL syntax when drawing the primary connection diagram of substation, and export the primary connection diagram of substation to SVG file. By using the primary connection diagram which has been configured the SCL information, we can generate the SSD file.This method can enhance the capability of graphics editing of configuration tool, reduce the requirement of engineers professional knowledge of IEC 61850, also simplify the process of creation of SSD file.This paper makes a demand analysis of intelligent substation configuration tool, analysis required functions of configuration tool, divides function module and designs the overall structure of the configuration tool. This paper uses Rational Rose to build the object-oriented model of configuration tool,designs the use case diagram, class diagram, sequence diagram and collaboration diagram of configuration tool, complete the overall architecture design of configuration tool.Finally, this paper verify the configuration tool through the configuration of a typical intelligent substation, including system specification, IED configuration, system configuration and the CID file extraction.
