| In Shenzhen,infrastructure investments are increasing with project scale growing larger.Construction project bidding will gradually not be intervention in pre-bid period since the market is maturing.Following the market rules,price competitions are implemented in bidding.It is found that in the construction projects bidding process that adopt the price deviation method,bidders can collude in tender in the elimination phase by controlling the bid price of accompany bidders.Therefore,the research objectives of this thesis is to find out relationship between the price deviation elimination method and the collusive tendering in the construction project bidding.Firstly,the concepts of bidding method,elimination method,collusive tendering are elaborated in this thesis.Then an example case is used to analyze the strategy of collusive tendering according to the bid price of accompany bidders.Secondly,an analysis model for price-deviation elimination method and collusive tendering in construction projects bidding is built.Then,the model was verified by another example case.The bidding strategy and the total number of required accompany bidders can be obtained.Based on this,combining the model with the cost of collusive tendering which obtained from the online questionnaire survey.The relationship between collusive tendering and the tender sum limit is analyzed.And then the suggestion can be made to reduce the risk of collusive tendering.In this thesis,conclusions are drawn by building analysis model according to the relationship between price-deviation elimination method and collusive tendering combining with the current system of construction projects bidding.However,due to the limitations of the model and unclear definition of collusive tendering by corresponding laws and regulations,measure must be made to ensure the fairness and impartiality of the tendering and bidding procedures. |
