In recent years, under the national energetically support, Tibet area has formed the three-dimensional transport network system which combined highway, railway, aviation and pipeline. With fast development of transportation, Tibet area has overcame the transportation restriction gradually, the passengers and cargo transportation amount increased progressively year by year. It has accelerated the further development of economic and society in the Tibet area. So it is necessary to comprehensive understand the impact factors for highway and railway construction plan of Tibet area, analyzing these factors and their relations and exploring scientific and reasonable solution for the purpose of a comprehensive and scientific evaluation.By VWGyiQJ WHDcWD1iQYHVWJ GDW WHP RVWTiEHWDUHDV WDQVSRUWRQ construction plans belong to the development type. Under the discussion of its serviceability, it is necessary to combined transportation construction with Tibet area plan, so the mind and process of transportation construction plan are established. Under the given criterion, the comprehensive evaluation of Tibet area transportation construction plan make up of economy, environment, society and technology. In the paper, a fuzzy comprehensive evaluation index system is built by dividing the indexes into four layers of criteria which influence the evaluation. This can not only reflect the categories of influencing factors but also show the impact which Tibet area transportation construction plan exert on economy, environment, society and technology.The fuzzy comprehensive evaluation method which is based on cuzzy Mathematical Theory combined with Analysis Hierarchy Process can build a clear and comprehensive evaluation system. cirstly, the evaluation indexes are weighed by the way of Analytic Hierarchy Process and reveals the important factors of Tibet area transportation construction plan in its intuitive demonstration. cinally, the established comprehensive evaluation system is validated on an actual project, and the evaluation results correspond with the coUSRUDWRQ’V UHD1situation, which illustrates that the design of evaluation system is reasonable. Based on the study conclusion, the dissertation verifies its reference values on decision-making of Tibet area transportation construction plan current.
