As a common disaster to people’s lives and property, fire makes a direct impact on social development and stability. Development of city has always been accompanied with the struggle against fire. Along with the rapid economic development in China, the accelerating process of urbanization as well as the expanding of city size, the frequency of the urban fire keeps increasing, which may result in more and more losses. Facing with such a grim fire situation, the force in fire fighting and rescue should shorten the response time to arrive at the scene as soon as possible and expand the emergency rescue, and then control the fire and reduce losses effectively. Fire emergency vehicles are not subject to the limitations of traffic signal for its emergency, but as a part of traffic flow, it certainly will be impacted by the real-time traffic conditions in the actual operation, which will make the driving time (driving attendance) from the fire center to the fire location uncertain, which has a huge impact on the response time. Therefore, how to choose the path of fire vehicles which are impacted by the real-time traffic conditions under the situation of urban fire to ensure a sound driving attendance in a shortest time is becoming more and more important in firefighting rescue work. This issue is rarely involved in the traditional researches of urban fire rescue work, most of which focused on the overall plan of the urban fire station or configuration problems.The paper has summed up that the routing problem of emergency rescue vehicle had the characteristics of emergency, economy weakness, and uncertainly under the condition of urban fire, which can be seen as a single-source shortest path problem that aims at rescuing the first class of relief supplies of life, sets the shortest time as the main target and takes into account of the safety and economy. Operations research has used to establish a multi-attribute decision making model with time-varying, which included three attribute components, namely timeliness, safety and economy, and carried out analysis and non-dimensional process to the three components based on the multi-attribute utility theory. Then the model was changed to a single-attribute decision model by means of weight method, after which the maximum value of the new decision-making utility function is used as the objective function of the new model, and the improved Dijkstra algorithm was used to acquire the solution. Finally the feasibility of the method was verified by a example.In this paper, operations research, decision theory and method were used to build a model of path selection problem of rescue vehicle and solved the reference, which have certain reference meaning to the decisions of dispatch manage of actual fire emergency rescue vehicle.
