Along with the improvement of economy and people’s quality of life, the request of quality and reliability of power is growing. To realize distribution automation can distribute and reduce the cost of energy more reasonably. Besides, it can improve the quality and reliability of power. Accordingly, new request from electricity board to the system of distribution network come up in recent reformation of network.Distribution automation is to integrate the information of distribution by electronic technique, computer and network communication technology. This information contains on-line data and off-line data, network data and user data, electric power network composition and geographic information. Then an integrated automatic system is formed which can remote monitor, correspond and control the equipments in distribution network. The conception of distribution automation results from Western developed nations in1970s which is fully developed in Japan and the West now.Firstly, the paper briefly introduces the current development state of the distribution automation, summarizes the concept, function and implementation mode of the, analyzes the situation and problems in Hangzhou City distribution automation, proposes the construction principle of distribution automation. Compared with different schemes, this paper gives depth discussions on the application and implementation plans of the distribution automation, focusing on the design scheme which includes the distribution network construction, main site construction, terminal construction and communications construction. Through actual requirement investigation, this paper presents the regulation integration scheme, which meets the international standards.
