The ideology of Public participation in urban planning is graduallydeveloped along with the advance of the Western developed countries’democratic politics and the transformation of urban planning theories.In order to seek the scientific nature and rationality of urban planning,the city planning should be based on the persistent discussion andcooperation among the governmental organizations, professional plannersand urban public. With the development of the theory and practice in theWestern urban planning, public participation in urban planning graduallyevolved into a democratic system,and also provided a great reference forour public participation in urban planning. The conception of publicparticipation in city planning was firstly introduced to China in1990s.After20years of exploration and development, China’s publicparticipation in urban planning has made gratifying achievements aboutrelative laws and regulations.Public participation in urban planning is the protection of right toknow,participate in and supervise for the public.Public participationis the inherent requirements of China’s socialist democratic politics and harmonious society,because it is an important embodiment of democraticrights,and it also enhanced the legitimacy of the planning. There are nosystemic mechanism of public participation for our country,and mostpractices about public participation are caused to planning conflicts anddisputes, so the public participation in city planning of China is stillin its infancy. At present, there are many problems of publicparticipation in urban planning in China: First, government shouldprovide more publicity and guidance to imprve the awareness about publicparticipation in urban planning. Second, the mechanism of publicparticipation in urban planning is not perfect. Third, practices aboutpublic participation in China’s urban planning is ineffective. It hasgreat realistic significance in proposing an effective the path,whichhelp to sulotion the deficiencies and problems of our public participationin planning.As well, it is has a great meaning in promoting publicparticipation toward institutionalized in the field of urban planning inChina, as well as in ensuring the scientific and democracy nature of theurban planning. In view of this,the author try to explore effective pathto promotive public participation in urban planning from the perspectiveof the following three areas: First, changing concepts to enhanceawareness of public participation in urban planning. Second, improve therelevant institution about public participation in urban planning.Third, play the important role of intermediaries in the publicparticipation in urban planning.
