The floor area ratio is the major controlling indicators in the regulatory detailed planning,but in the current, China’s planning control fell into the misunderstanding idea that thehigh-volume rate roughly equaled to poor living environment and not took into account theuser’s attitude. Combing into the floor area ratio theory,"reasonable floor area ratio" nottaking into account the user’s attitude is not reasonable; In the context of obviouscontradiction between the people and land,high volume rate is advocated;But under the"Garden City" thinking influence, planners questioned the “negative effect”caused by the highvolume rate,besides they could not grasp the degree of enhancement.Against the negative impact brought by the high volume rate, the paper analyzed theplanning control at home and abroad and the gap between planning control and the marketdemand in domestic, expounded that there was indeed room for upward adjustment for thefloor area ratio in China; The values of the users is the key to determine the value of the highvolume rate settlement, and various types of users did not exclude settlements of high-volumerate; From the experience of the construction in domestic and foreign, the "negative impact "of city and users brought by the high volume rate could be alleviated by rational planning andexquisite design.For the degree of increase in the floor area ratio, the paper gave the answers from the twolevels of theory and practice. The former used the theoretical method to derive from the percapita green area, building density, etc. And the latter used the SD method to investigate andanalyze the user evaluation of different volume ratio properties for sale in Pearl River NewCity in Guangzhou. Through theoretical deduction, the mathematical model calculations, thefloor area ratio threshold from the angle of user evaluation is far higher than the upper limit atthis stage of planning control. Based on the conclusion using the SD method in this article, thevolume rate control can be raised to the critical point that the user evaluation "good":7.0.
