On Issue And Optimizement Of Chinese Urban Renewal

The city is an organism which is gathered by population, capital, technology, enterprise and other economic and social development resources according to certain space structure and social division of labour. The city has been ongoing evolving, perfecting and updating itself since the day of birth. The modern sense of urban renewal began from the industrial revolution, until the1950s, the concept of urban renewal was presented in the west city reform campaign, and got wide attention of scholars. The connotation of the urban renewal gets constantly deepening and rich along with the practices of urban renewal. The urban renewal is readjustment of urban function and reuse of urban space which is motivated by social, economic and political factors. It not only includes urban infrastructures, architectures and other physical update, but also includes social network structure, mind-set, city culture and other nonphysical update. Successful urban renewal is conducive to optimize the city structure, beautify urban environment and improve the urban energy. It also can eliminate the social problems and contradictions produced in urban development process produces and improve the urban living quality. In the meantime, it is conducive to the growth of the urban economy.China’s urban renewal movement began in the1950s, experienced the planned economy period, the economic transition period from the reform and opening to the1980s and the large-scale period after the1990. China’s urban renewal is similar to the Hesperian urban renewal in the overall development trend, but it has its own characteristics because of the special political, economic and social environments. Since the1990s China’s urban renewal gets developing on an unprecedented scale and speed because of a good opportunity, relaxed political environment and rapid economic development. China’s urban renewal has won great achievements; however, it also has made many problems which directly impact on the accomplishment of the urban renewal’goals and the stability of the society.Based on the summarization of the previous research, this paper defines the connotation of the urban renewal from four aspects, the urban renewal’powers, the urban renewal’contents, the urban renewal’means and the urban renewal’goals. This paper also probes into the principles of the urban renewal and sums up the theory generated in the urban renewal development process on the base of the understanding of urban renewal’ connotation. At the same time this paper summarizes the development processes the characteristics of the urban renewal in our country, and analyzes the problems produced in urban renewal process, and then tries to probe into the reasons. At last this paper explores the enlightenments of Hesperian urban renewal to china and tries to put forward some measures to solve the problems from four aspects from redefining the connotation of the public management; drawing up urban planning, establishing or perfecting correlative laws and regulations; safeguarding the public participation and respecting urban historical and cultural heritage to strengthen urban cultural features.
