With China’s rapid economic development and continuous urbanization, urban resident’s daily travel structure has been greatly changed and the proportion of motorized travel has also increased quickly and traveling in private car has been the urban resident’s main travel feature. The increase of total travel and motorized travel structure have brought great pressure to the city traffic system, which usually cause serious traffic congestion and make the whole traffic system operate with low efficiency and high cost. To solve this problem, this article proposes a model to manage congestion--the tradable transfer permits and designs transaction management mode, operation mechanism and implementation principle.Starting from the feature that road resources belong to quasi-public, this article analyzes the mechanism of externalities of urban traffic congestion variation brought by variation of public nature, makes clear of the core contradiction caused by congestion. This article proposes new model to control traffic congestion--the tradable transfer permits. Travelers freely conduct their transactions according to their own travel demand. In this way the value of the right of the transfer permits can make up for negative externalities brought by congestion and make the marginal personal mobility cost equal the marginal social travel cost, and thus achieves total optimal control cost. Using road saturation to characterization of road congestion, build the bi-level programming model and designs a Bayesian networks genetic algorithm combined with the Polyak algorithm to solve this problem.Finally, taking the Taiyuan City’s road network as an example, this article conducts a contrast of traffic flow and saturation before and after the implementation of the tradable transfer permits to achieve optimal social effectiveness. The result verifies the feasibility and effectiveness of the tradable transfer permits.
