As the urbanization goes fast continuously, municipal engineering projects have developed rapidly in aspects of scale, technical complexity, capital investment and resource consumption. Increasing risk is the result. Risk management, which is one of the important keys of engineering project management, directly affects, even determines the level of management of the project. This thesis tries to, based on the theory of risk management, through comparative analysis of the current methods of risk identification and risk appraisal, select ones fit for municipal engineering projects. After that, it will, with integrated risk analysis methods such as brain storming and Delphi method, according to the specific characteristics of municipal engineering projects, systematically research different risks in the construction phase. Moreover, it will establish a risk evaluation system which will, with risk matrix estimation method, subjective appraisal method and fuzzy comprehensive index method, evaluate kinds of risks and structure municipal engineering risk evaluation model which is based upon Multi level fuzzy comprehensive evaluation then systematically research the municipal engineering risk evaluation. Depending on the evaluation, it will, directed towards different risks, give suggestions of management strategies and countermeasures for risk management. Meanwhile, it will put forward the concept of engineering dynamic risk management, and draw it into the municipal engineering risk control. By analyze the case of Feilong Bridge project in Ganzhou, Jiangxi, it will emphasize the application of Multi level fuzzy comprehensive evaluation and point out the good effects made by risk management in the Feilong Bridge project, finally give the conclusion of the thesis.
