The promulgation of The Opinions of the CPC Central Committee and the State Councilon Deepening the Health Care System Reform and The Implement of Deepening the HealthCare System Reform,2009-2011changes the past planning of health facilities in accordancewith the principle of the large hospitals of the heavy city, replaced by a strengthening ofprimary health care sites and establishing the objectives of the reform of the sound primaryhealth care service network. The Government will implement the full funding, focus onbuilding grass-roots health care institutions, and increase patient reimbursement, so that themajority of patients will gradually return to the grassroots. Specified future direction ofdevelopment of the hospital buildings and the target for the new program of medical andhealth system, changes the situation of the previous public health policy to attach importanceto the construction of primary hospitals, and primary hospitals will usher in a new period ofconstruction. Architects should study the use of hospitals characteristics and the actual needsof the grass-roots, and update the primary hospitals design concept as well as design methods.Through appropriate design of the hospital building space, Architects should make theprimary hospitals serve the majority of urban residents well.Through field research on the Shantou downtown primary hospitals, the authorsummarizes the outstanding problems of the health care resource allocation planning,hospitals outside space layout, clinics, medical technology and the inpatient department.Referring the national standards, domestic and foreign advanced experience in the hospitalsconstruction, outstanding architecture practice, the author puts forward the idea of improvingthe distribution of primary hospitals planning and architecture design, and on this basis,proposes the recommendations for the formulation of relevant national standards.
