The construction of smart grid is the motivity and necessity of the developmentof power system. As the linkage between distribution system and users, theimplementation of distribution automation can improve the reliability and servicelevel of the power distribution system, and can produce prominent social andeconomical benefit. The construction of distribution automation system fordeveloping city is not only a chance but also a challenge. In this paper, some aspectsof the distribution automation system of Sino-Singapore Tianjin eco-city are discussed,including load forecasting, distribution system planning and self-healing system.The conventional methods for load evaluation are introduced. Power load ofvarious areas for different usage as well as their future development are investigated.Based on the above investigation, load distribution evaluation of starting area ofeco-city is completed by load density method. Based on the result of load distributionevaluation, the distribution system planning scheme is presented. Considering thedevelopment demand of starting area and the structure of existing power system, thestarting area is divided into11banding areas for power supply, and there are bothone-level and two-level load in each area. Dual-ring network will be realized in thisarea, which is opened during operation, and each feeder is drawn from different bus ofthe Hechang Road110kV substation. The reliability of the proposed scheme is provedby N-1verification of both the substation and each power supply area. Thefundamental concept of self-healing system as well as the structure of distributionautomation system is illustrated. The automatic fault location as well as fault isolationbased on distribution automation is analyzed. The self-healing processes ofdistribution network with distribution automation system under various faults arepresented by example of starting area. Lastly, the system’s advantage and its socialand economical benefit are illustrated.
