The Large-scale Renewal Of Peripheral Area Of Tianjin

With the highly developed process of the urbanization around the country, theofficials and decision makers always have the unsustainable mind to make the urbanrenewal plan, which resulted in typical Chinese problems, such as ‘ignorance of civillivelihood, rebuilding on overturning, projects for political achievements, the sameface of various cities’. These questions arouse many scholars’ attention, what theyanalyzed with various perspectives. The valuable materials are so limited, eventhough the researches about the city renewal plans are numerous. Tianjin, as thetraditional industrial city, the economic center in north, and the chief first-level city ofBohai costal area, has become the respective of urban renewal with Chinesecharacteristics. Based on the study of the typical area of Tianjin, we can make up theshortage of case studies about the city renewal projects, proving reference for othercity renewal constructers.Based on the case study of the area of Tianjin---Tian Gang Liu Lin, thesub-center, this paper records the two specific periods of planning and construction ofthis area. The project is in line with the growing trend of this area, which meets therequests of the whole land development plan, coordinating Hai He River OverallDevelopment, the Industry Transfer to the east of Tianjin, and the City VillageConstruction. With more than one decade efforts, Tian Gang Liu Lin Plan is wellorganized by the latest planning ideas and working method. The city administratorsinvite the constructors, the designers and the citizens to join the city renewal plan.They make three stages to complete the project, doing the local research, designcomparison, and notice adjustment, which guarantee the project operability andcoherency. The part is written in Chapter II&III of this paper.Of the construction, the area used eight years to prepare the project, with the localoperation mode,‘government leading, enterprise operating, and market regulating.According to this, they make the time arrangements, strategy and capital budget to Ⅴensure the feasibility of the project. Meanwhile, they take a new way, softwaremethod, to manage the project risk. The policy of three promises and one calculates toremission the social conflicts of other similar projects in rural area. The part is writtenin Chapter IV of this paper. According to this, the passage provides some suggestions about the land renewalof the Peripheral area in city. One, make the whole city plan promptly and properly.Two, highlight the characteristics of city and develop its historical interests, whichcan use the advanced method to call up the citizens to join in. Three, choose a properdeveloping mode to the project. Four, concern the relationship with the material andspiritual. Five, establish the supporting policies in the area. Six, construct thetransportation with the outside. Seven, ensure the livelihood issue of citizens of thecity rebuilding area. The part is written in Chapter V of this paper.
