Power system safety and stability control device (PSSSCD) used as one of key equipmentsin power system protection2nd line, plays an important role in ensuring the operationstability of power system. In recent years, several blackouts at home and abroad show thevulnerability of power system, it is needed that improving and perfecting the originalcontrol methods, to achieve power system global stable control. Smart grid as the nextgeneration power grid, will bring huge changes to power system development, and the IEC61850standard as a key technology, will influence the development of power systemautomation profoundly. Based on the IEC61850standard,development and application ofnew PSSSCD has great significance. According to IEC61850standard, this thesis carrieson research to the key problem of new PSSSCD, to give the solutions and implementationmethod of new PSSSCD.First after analysis of function of PSSSCD and description of power system automationprotocol, combining with the research status at home and abroad it is pointed out that theexisting problems of PSSSCD: no unified standard, incompatible protocols and imperfectof control strategy. At last, focus and content of this thesis are illuminated.Aiming at no uniform of PSSSCD, research on structure of PSSSCD is studiedincluding application position, the main function, networking in smart substation andnetworking between PSSSCDs, It is proposed the concept of integrated communicationframework to enhance the reliability of control.According to incompatible protocols, study commences from two aspects: syntax andsemantic. Firstly PSSSCD information data is classified, using Common Data Class of IEC61850standard. Two modeling methods: universal logical nodes modeling and extendedlogical node modeling are applied to build control function logical node instances, kinds oflogical nodes form the information model of PSSSCD. Then, the service provided byAbstract Communication Service Interface (ACSI) is used to realize the management andcontrol functions, in which two kinds of realization: remote control and local control arebased on thought of the Multi-agent.The existing PSSSCDs communicate with equipments of IEC61850standard with thehelp of protocol conversion. A kind of gateway protocol conversion method is given,involving in application scheme, data mapping and service mapping method. In this paper, relevant problems of new PSSSCD in accordance with IEC61850standard are in systematic research. Parts of methods and contents of this thesis areregarded as basement of device development to be significant to engineering application.
