"Three Chinese " UHV power grid construction and large-scale synchronization ofdistributed energy access for the safe and reliable operation of the power system hasbrought new challenges. At home and abroad in recent years, frequent blackouts highlightthe vulnerability of large power grids, the direct cause of most accidents are tripping relaymalfunction or failure caused by a chain. Security and stability as a second line of defenseconsisting of key power control means cutting machine and load shedding and othermeasures to reduce the scope of the accident, to avoid the development of chain failuresand ensure stability of the system. The second edition will be expanded within theIEC61850substation communication between substations between secure devices toachieve wide area, with rapid and orderly movement to provide new solutions. In thispaper, the second edition of the IEC61850standard to affect the security and stabilitycontrol substation communication between devices, giving solutions and interface.First outlines the function and communication security and stability control system,summed up the status of security and stability control research unit, made of existingsecurity and stability control station communication between devices can not meet therequirements of IEC61850, IEC61850modeling based on imperfect and lack of IEC61850interface solutions and other issues between the security and stability control devicestation.Not meet the requirements for the issue of communication between the existing station,through the analysis of the second edition of IEC61850communication between substationequipment requirements, combined with the security and stability control stationcommunication between the device characteristics, proposed three communication(EoMPLS/L2TPv3/VPLS), and based on the status quo and development trend of China’selectric power communication analyzes the feasibility of the three means ofcommunication.For secure devices to IEC61850problems in the modeling process, to secure the devicefunctions in the modeling process to analyze and process is not perfect complementtrouble-discrimination, inter-station communication prior to undefined function, andthrough the original unified fault identification is split into two levels of fault identification,to ensure the function unchanged truly object-oriented modeling features, while setting thetable multidimensional strategy table and secure devices split and number, management strategy and setting the table data table by way of setting groups.For lack of a stable IEC61850-based Inter-station communication interface devices,analyze inter-station communication device secure content, combined with the secondedition of the communication interface between the requirements of IEC61850substation,using cutting machine between GOOSE and SV to transmit commands and electricalsubstation load shedding the amount of information and the development of inter-PCcommunication software to simulate analog station secure device communication betweensubstations.In this paper, based on IEC61850safety and stability control device communicationinterface design solutions across communication, modeling, and stand on the security andstability control device IEC61850renovation project has a certain significance.
