As one of the important research contents in contemporary mountain highwayconstruction in China, soft rock modified by cement for subgrade-construction has influencedthe economic development and environmental protection significantly and extensively.Compared with solutions like other filling subgrade and bridges, soft rock modified bycement for subgrade-construction demonstrates its distinct advantages in technologyimplementation, cost analysis and economic evaluation. Based on the project, the cost,environment value loss, as well as social and economic benefits was analyzed by using themethods of Project Cost, Engineering Economics, Environmental Economics and the AnalyticHierarchy Process.Based on the analysis of this project situation, soft rock’s feasibility and advantages wereargued by the geological environment and its characteristics and so on.Comparing soft rock modified by cement subgrade with other filling subgrade andbridges. The essay concludes that soft rock modified by cement for subgrade outweighs othersolutions through conducting qualitative analysis and quantitative calculation.The environmental value loss on the ecological, the air, the water and acousticenvironment was estimated according to environmental value theories, combined with theproject.Evaluation system and evaluation methodology were established by the analytichierarchy process (AHP) with adopting the contribution of soft rock modified by cement forsubgrade as the general objective. The social benefit of soft rock modified by cement forsubgrade was evaluated.
