The urban transportation, with which the environment and resources are along, hasbecome one of the issues of common concern in today’s society. The fundamental way tosolve the problem is to improve the attractiveness of public transport, to optimize the structureof the urban trips and to take the road of sustainable development. Urban rail transit, as themain backbone of the passenger transport in many domestic and foreign cities, plays animportant role in city social and economic development. However, on the other hand, urbanrail transit construction and operation needs huge amounts of money and something else andit warns that the construction and development of urban rail transit must be justified andprudent.Therefore, it means a lot to analyze whether the urban rail transit construction anddevelopment fits with city development and whether city economy level fits with thetransportation demand of the city, and it can provide theoretical reference for urban rail transitplanning and route network revision, and promote the coordinated development of urban railtransit, the urban rail transit modernization and the sustainable development.On the basis of summing up the characteristics of urban rail transit, this paper presentsthe urban rail transit development prospect considering the evolution function and function ofurban rail transit; this paper analyzes the relationship between urban rail transit and urbanplanning, urban economy, urban traffic demand three aspects and that lays a foundation forthe adaptability of urban rail transit; on the basis of reference of relative researches home andabroad, this paper begin with the concept of adaptability, combine with urban rail transitcharacteristics, presents urban rail transit adaptability, analyzes the meaning of six aspectsdeeply, and especially analyzes the four influence factors of urban rail transit adaptability.This paper starts from analyzing the transportation system performance metrics andestablishes the “target→guideline→indicator†three-level evaluation indicator system of theurban rail transit adaptability evaluation, which covers four sub-systems of the rail transittechnical performance, the overall urban planning and so on, and17evaluation parameters.The selected indicators are measurable, comparable, representative and independent. Groupconsultative law and standard reference law are used to determine the5threshold of urban railtransit adaptability evaluation.The adaptation degree ADI is selected as the adaptability evaluation parameter of urbanrail transit and the AHP weight value determination method is introduced to determine the evaluation parameter. On the basis of membership function clustering model, this paperpresents the improved AHP-membership function adaptability evaluation method. What’smore, this paper takes the rail transit planning in Xi’an as the case to verify the proposedmodel and the results show: the ADI value of2005is moderate, but the individual subsystemADI value is low and that reflects the rail transit planning of2005in Xi’an fits with theoverall urban planning and transportation demand, but there is still some room forimprovement; however, the ADI value of2010is higher and that reflects on the backgroundof planning of big Xi’an, it is necessary to revise rail transit and it is reasonable to developurban rail transit and reflects the validity of government decision-making. |
