After the sixth accelerations, the opening of numbers of high-speed railway linesand the operation of high-speed trains and heavy-loaded carriages, the railway systemprovided a firm promise for the development of national economy. Due to theconfirmation of operation efficiency and safety, railway transportation raised higherrequests to the safe and reliable operation of signal system. Railway transformationdevelops towards the new direction of large scale and intensification, and maintenancemode changes from the former intervals between train running gaps to the WindowMode, Signal technology has had great progress as well, In such circumenstancewhether department of telecommunication and signal workshop, the most front-linedepartment in the maintenance of signal system, is efficient and effective relates notonly to the railway operation safety and efficiency but also to whether this departmentadapts to the railway great-leap-forward development.This essay refers to the assessment of the maintenance performance using themethod of Data Envelopment Analysis (DEA). On the basis of the analysis ofdepartment of telecommunication and signal workshop, the input and output standard isestablished, DEA mathematical mode and analysis method is devoloped and deployedwith the real data from all department of telecommunication and signal workshop inNanchang Railway Bureau in2009. Also, the DEA efficiency of pure technology,intensification and integration is analyzed respectively, with improvement oflow-efficiency department of telecommunication and signal workshop advised andperformance of each workshop ranked in order. Through the study and demonstration,DEA is proved to be as an assessment tool to measure the performance of railwaydepartment of telecommunication and signal workshop. The application of DEA makesthe relative efficiency of each workshop available on a microcosmic level,urgesreasonable resource distribution to the management and offers theoretical evidence fortechnical improvement, thus reaches the purpose of improving the maintenance of thewhole Department of Telecommunication and Signal Workshop office.
