The Three Gorges Project To Enhance The Ability Of Emergency Management Research

Since the three gorges project entering comprehensive management stage, the projectmanagement，which is given priority to project construction management and resettlementmanagement,has changed to ensure the long-term safe operation,to give full play to thecomprehensive benefit of engineering,to protecte the natural ecological environment andto realize the comprehensive utilization of sustainable. Through the era arrival about wateruse and ecological civilization of the three gorges reservoir，some questions also begangradually revealed, and need to be solved urgently.Therefore,it is especially important toenhance the emergency management ability of three gorges project furthermore.This article is based on the three gorges project as the reseach object,and discussesthe problem about enhancing the emergency management ability detaily when it is fromthe construction period to operating period.First of all, the paper describes the existingemergency management capacity present situation about three gorges project,through theanalysis of emergency management ability demand in operation period,and expounds thenecessity to enhance the capacity further more. Then,from the analysis about the currentemergency management mode of water conservancy project in developed countries andxiaolangdi project in China，this paper puts forward experiences for reference which islegislating and strengthening the unified comprehensive in management.Therefore，in view of the existing conditions and resources，we plans from fouraspects，such as the guiding ideology, organization structure, technology innovation andhuman resources security.Finally, the article puts forward four capacity improvementsuggestionsw matching with the above planning,and effectively help the emergencymanagement and disposal of three gorges project in operating period.Through the above research, this paper holds that to improve the emergencymanagement ability of three gorges project, we must take practical measures andstrategies of ascension, and therefore, this paper puts forward four effective measures tohelp promote its emergency management ability,which is the top-down professionalemergency operation system, strengthening technical innovation and constructingemergency command technology platform, setting up a comprehensive emergency rescuebase, all-round perfect emergency management personnel training and so on.
