Street parking facilities are an important part of public parking facilities. For the special nature of the road resources, as quasi-public goods, street parking management is an important part of public management in the city. Road construction and management of parking facilities is still very chaotic situation, and the urban economy, development of social life is very uncoordinated, and other public transport infrastructure, urban development process seriously out of line.This paper will take Ningbo as the main object, investigates the current situation of traffic jams and parking, analyzes the cause of the problem. The key is to design mobile e-commerce platform and guidance system. Based on a combination of the two. thus to realize the new type parking management methods with e-commerce platform as the foundation, the guidance technology as the core, in order to improve the city traffic congestion and ease traffic pressure.
