Engineering is practical activities that people apply scientific theory and technical means to change the objective world. Science, technology and Engineering are engine which promote the human civilization progress. Science and technology are primary productive force. Engineering has set up a bridge between scientific discovery and industrial development. Engineering education and a country’s industrial development are inseparable, it is special education which is based on scientific and technical subjects, and to foster engineers as the goal who can transform science and technology to the productivities. It has a general character of education in common, but also has character of the engineering.Generally speaking, our country will be in the state of industry development for a long time, the important content of Party’s basic line must insist in regarding economic construction as the center work. The key to adjustment of the economic structure, promote fundamental shifts in the economic system and mode of economic growth, promote the sustainable development of national economy is training and using well a large number of high-quality engineering talent. This kind of engineering talents need to be apply with modern scientific management and technological tools comprehensively to solve problems, knowing management, and can operating business. The higher engineering education is the main channel of training engineering and technical talents, so it is the duty for engineering college.This paper is base on the engineering’s nature and characters, it reviewed the history of engineering education. Through the analysis of the developing process of China’s high engineering education, the article expatiates the necessity and goal in high engineering institutes. Focusing on the practical problems of Chinese higher engineering education currently, this paper analyze the impact of various elements of higher engineering education framework, and try to construct a framework of Chinese higher engineering education, which involve some key questions:curriculum reform of engineering education, the relation between universities and industry, innovative education, the construction of teacher teams and so on. This article hopes that it will have some reference to China’s higher engineering education, and it will contribute to achieve the objectives and content of engineering college as great as possible.
