Research On Construction Projects Bidding Optimize System

Bidding is a market transaction behavior,which is widely used as well as organized in the international. It has been200years of history. The principle of the bidding system is open, fair, impartial and merit-based,which is considered as a high-class, standardized transactions in market economy. It is consistent with a competitive mechanism of the market economy, and give a strong impetus to the realization of the optimal allocation of social resources. Construction projects in China is booming, and the bidding system has also become the owners’optimal choice to determine the contractor. However, the implementation of the bidding system in China is started late, there are still many shortcomings in its specific operation, which are need for further improvement.This article lists the study course of the construction projects at home and abroad.By using the method of literature review, through data collection and inspection, the article introduces and analyzes the concepts and processes of bidding,and gets the conclusion:bidding process should be improved from qualitative and quantitative parts.It also put forward a series of recommendations for improvement for these two aspects:Qualitative aspects, from the norms of the respective functions of the government, the tender, the bidder, the tender agency, articles related to the institutional and regulatory constraints and specifications;quantitative aspects, optimization from the technical level for three core aspects of the bidding process:first, applying entropy method for quantitative pre-qualification;second, applying entropy method for deep selection of evaluation experts; third, the correct choice of the bid evaluation method.Innovation topics:(1) give analysis and improvement from the system and technical aspects of construction project bidding system,the combination of qualitative and quantitative ensure its efficient;(2) specifically focus on the choice of evaluation experts link, make further quantitative analysis,and improve the fairness and accuracy of the evaluation results on root.This article seeks to do a comprehensive optimization for China’s construction project bidding system. In theory, facilitating theoretical insights available for reference;In practice, guiding tenderees properly fulfill the bidding system and improving bidding accuracy.
