Highway projects are an important part of the country’s infrastructure, basicmaterial conditions of socio-economic growth, which plays a decisive role. In recentyears, China has increased investment in infrastructure construction of highway projects,but it’s still relatively backward of infrastructure development, and it is still a veryprominent problem that investment is insufficient. The reason is that we have a hugefunding gap on the infrastructure construction. The investment budget is increasing yearby year, but it’s still shortage for the huge capital of road construction. However, sinceChina’s reform and opening, private captivate is increasingly abundant, and have astrong desire to invest. How to use means of investment and financing for attractingprivate capital is very important for the infrastructure.Highway projects are public welfare, and most of these are non-profit project. Bycomparing with other investment and financing mode, we found that the BT model ismore suitable for China’s highway construction. Promote BT model not only ease thefinancial pressure of the Government, and accelerate the pace of building, but also guideprivate capital into the infrastructure construction and it is a new profit growth point.How to control the cost and strengthen the management of infrastructure project in theBT model, in this the article these have been discoursed from the following aspects.Firstly, the current situation the existing problems and the role which is the socialinfrastructure play on the social development were elaborated in this paper; The concept,features, applications, participants, operation mechanism and the operation mechanismof BT have a detailed exposition. During the exposition, there is a derailed comparisonand analysis with the BT, BOT, TOT, ABS, and analyses the advantages anddisadvantages of these.Then, a detailed analysis on the cost structure, control features, influencing factors,control method and the multi-objective of BT highway, is carried out. Building thecontrol system is the focus content of the chapter. It is analyzed that the relationshipbetween the three indicators of quality control, cost, duration,and establish a costcontrol system. With the quantitative analysis of the cost,quality and duration, thedecision variables and quality, the Cost Control Model is established, which is base onthe cost, quality and duration.The last, taking the BT project of Chongqing Gaoxin road cost mode as a example, the multi-objective genetic algorithm is used for solving the model.The result show that the relationship between the cost,quality and duration is unityof opposites, so we can’t only control one. The Quality-Cost-Duration optimizationmodel can effectively control the engineering goal. Also, the gen etic algorithm helps tosolve the quality, cost, duration optimization problem of engineering.In summary, the value and applicability of the BT model in the infrastructure aredemonstrated, and the advantages and problems of the BT model are analyzed, thesystem of Cost-Quality-Duration of the optimization is proposed, and genetic algorithmis used for solving the optimization model. This article have a certain practical andtheoretical value for the infrastructure construction and BT mode cost control.
