During the "eleventh five-year plan", Yunnan province faced with lots of task to reconstruct inferior highway. Security in these highways are not optimistic.If we carry on recinstructions, we will face more serious traffic safety. from the consideration to reduce the possibilities and the degree in traffic accidents, the evaluation in the safty of road is an important technic to prevent traffic accidents and improve the safty in highway. However, our country’s current researchs in road safety evaluation mainly focus on new roads and operations of the highway, the road safety evaluation for reconstruction and research is still in the stage of exploration. Therefore, at present and in the future, our country will face the task of inferior highway reconstruction. Rresearchs on the expansion to the evaluation of road safety is of great significance.In order to realize the road traffic safety quantitative evaluation, this paper presents a risk index to measure the safety performance in highway. The system is integrated with two different methods, but they can complement each other. Which are based on linear design consistency and road safety review of the evaluation methods to achieve the purpose of expansion in road section safety evaluation. Risk index consists of three parts:exposure to risk factors of road environment (the factor of security exposure), possibilities of car accidents (the possibility of accident happening factor), accidents which leads to serious situatiom (accident severity factors). The advantage of the method is the time to reconstruct highway is short. When lack accident data, we can use risk index to evaluate the safty in the extension of highway.This paper takes WenTian to DuLong reconstruction project for example and use risk index to identify existensions of the hidden dangers in these sections. Results are identical with the actual safety level. At The end of the article, some Suggestions are put forward to improve road safety level. then, some measures for improving the hidden danger are put forward accordingly...
